This Optiplex is fully tested and has Windows 10 Pro freshly  installed and activated. There are some scratches and scuffs on the sides of the case along with sticker residue on top and scuffs on top left side of the front cover panel  (see pictures) but nothing serious. The system has an i7 CPU, 16GB Ram 500GB Hard Drive and a DVD-RW Drive.
